Philippines’ Duterte threatens ‘war’ if Canada doesn’t take trash back
Philippines President Rodrigo Duterte threatened to “declare war” if Canada doesn’t take back the trash a Canadian company sent there more than six years ago , according to local media reports.
If Canada doesn’t reclaim the garbage as early as next week, Duterte said he would send the garbage back himself, according to news outlets The Inquirer and ABS-CBN News .
“I want a boat prepared. I’ll give a warning to Canada — maybe next week — that they better pull that thing out or I will set sail to Canada and I’ll pour the garbage there,” Duterte said, during a briefing about a recent earthquake.
“I cannot understand why they are making us a dumpsite,” he said. If Canada didn’t listen, Duterte said, “we’ll declare war against them.”
Translated from Filipino, Duterte also added “we’ll fight with Canada. We can take them down. I’ll return their trash — just wait and see.”
“(I’ll) load the containers to a ship, and I will advise Canada that your garbage is on the way,” Duterte said, stressing Canada was belittling the Philippines. “Prepare a grand reception. Eat it (the garbage) if you want to.”
More than six years ago, Chronic Inc., a Canadian plastics exporter , dumped more than 100 shipping containers of garbage disguised as plastics for recycling into the Philippines. The containers arrived in Manila in 2013 and 2014.
The trash consisted of used adult diapers, newspapers, plastic bottles and bags. Some experts have said the garbage violates international law.
Last week, Anthony Ho, a lawyer for the Pacific Centre for Environmental Law and Litigation, said the shipments violate multiple parts of the Basel Convention, a 30-year-old treaty that prevents countries from shipping hazardous waste to the developing world without their consent.
Trudeau has acknowledged that the garbage has been a long-standing irritant for the Philippines. During a 2017 trip to Manila for the Association of Southeast Asian Nations Summit, Trudeau told Duterte that Ottawa was working on the issue.
“I committed to him, as I’m happy to commit to you all now, that Canada is very much engaged in finding a solution on that,” Trudeau said at the time .
During the past several years , Duterte has been at odds with Trudeau after the Canadian prime minister citing human rights abuses in the Philippines.
Last year, Duterte even cancelled a business deal between the two countries after Canada ordered a review into the contract over human rights abuses.

Sanctuary Cities Should Hope That Stephen Miller Makes Good on His Threats
Attorney General William Barr and White House aide Stephen Miller have come up with conflicting plans to deal with the rush of fleeing Central American migrants flocking the southern border. Barr wants to deny them bail and hold them in pens on taxpayer dime. Meanwhile, Miller wants to release them to sanctuary cities that are defying Trump’s draconian interior enforcement designs to teach these cities a lesson.
Barr’s plan is idiocy that is unlikely to accomplish anything. But if sanctuary cities play their cards right, Miller’s plan could work out well for everyone and be instructive in ways that he doesn’t even realize.
President Trump had campaigned on controlling the border but, embarrassingly, it’s become an even bigger mess on his watch. Border apprehensions, although nowhere close to the 1.6 million high in 2000, are significantly up. In the last two months alone, about 190,000 asylum seekers have been apprehended compared to 310,000 in all of 2017, the year Trump assumed office.
Barr’s bright idea to deal with the situation is to end the long-standing practice of releasing some asylum seekers who pass the initial “credible fear” screening if they are able to post a bond. The alternative is to hold them for years and years as their case wends its way through hopelessly backlogged asylum courts. The statutory minimum bond amount, which asylum seekers lose if they fail to show up for their hearings, is $1,500. However, last year the Trump administration set the rate at $7,500 , an increase of 50 percent from the median bond rate over the last five years, and even $10,000 .
He’s giving border agencies 90 days to ramp up their processing and detention capacity. After that, he says that any asylum seeker caught outside of an official port of entry will no longer be eligible for bond. He’ll exempt unaccompanied minors and families with children because they can’t be detained for more than 20 days as per law (although an advisory plan that Trump had convened this week recommended that he pass an emergency regulation to overrule that law). But all singles and childless families will be denied bond.
Barr thinks this will end the so-called practice of catch-and-release and deter asylum seekers from making the schlep to the border. The more likely outcome is that he’ll incentivize even more families to bring kids with them. Either way, it is highly unlikely that his proposal will pass legal muster given that Barr is essentially proposing to give people who’ve merely exercised their legal right to request asylum no option but to remain in indefinite detentions. That should be a relief to taxpayers given that otherwise, instead of gaining millions in bond revenues, they’ll be spending tens of millions for detention since it costs $320 per day to detain just each migrant.
Miller’s plan, on the other hand, which Trump gleefully endorses on a nearly daily basis for all the wrong reasons, is a great idea.
“Democrats must change the Immigration Laws FAST,” Trump tweeted earlier this week. “If not, Sanctuary Cities must immediately ACT to take care of the Illegal Immigrants.”
Asylum seekers are of course not illegal immigrants. But even if they were it would be no catastrophe given that contrary to Trump’s assertions, undocumented migrants aren’t gangbangers and criminals. The best evidence suggests that they commit fewer crimes than natives.
Asylum seekers, who are fleeing violence, are even more law abiding . Indeed, all they are looking for is a safe place where they can work hard and build a life for themselves and their families. That also makes them a major economic boon.
Therefore sanctuary cities should not just roll out the welcome mat, as many of them are pledging to do if Trump makes good on his threat. They should go a step further and offer to pick up the tab for transporting these migrants so long as the administration gives them work permits right off the bat, as I recently suggested , not after six months as is currently the case. The permits could confine the asylum seekers to working in the sponsoring city for a while, but that would be a whole lot better than being in a detention camp. They could, however, petition other participating jurisdictions for sponsorship if they wanted to move. If they skipped town, that could count against their asylum petition. But to minimize that eventuality, sanctuary cities can send emissaries to the border to inform asylum seekers of the kind of local work that is available and let them choose the place that best suits their skills and experience.
There are about 300 state and local governments that are considered sanctuary jurisdictions. Even if they had to absorb a million asylum seekers this year, that would work out to an average of 3,333 per jurisdiction. That should be manageable for any city. Florida took in 125,000 low-skilled Cuban convicts in 1980 without any discernible economic or other ill-effects when Cuban dictator Fidel Castro dumped them on the state during the notorious Mariel Boatlift episode.
Many mayors and governors who have for years been pleading with Uncle Sam to give them special visas to recruit immigrants to relieve labor shortages or to boost flagging population can jump in on the action. If they aren’t already sanctuary jurisdictions, they can declare themselves such.
Some will object that this will turn amnesty into a guest worker program. But if a proper guest worker program with Central American countries existed and asylum seekers used it to gain entry to the United States, would they object to that? The fact is that even folks in the most dangerous countries have multiple motives for seeking a particular destination country. Central American migrants looking for work would no more move to Raqqa even if ISIS paid them handsomely than asylum seekers would move to poverty-stricken Lesotho just because it is safe. The only way to ensure purity of motive is to have both an adequate asylum program and a guest worker program. But America’s guest worker program is worse than its asylum program, which is why Central Americans are trying to push their way through the latter. But asylum also taxes border resources more than any other admission route. So the best way to relieve pressure on the border and restore order is to create a proper guest worker program, exactly what Trump won’t even consider.
For now, the beauty of the plan to let sanctuary jurisdictions sponsor asylum seekers is that it would be a mini-experiment in federalizing immigration policy, something that many immigration reform proponents, including me, have been recommending since before Trump became president. Those jurisdictions that feel that asylum seekers will strain their resources more than they contribute to the economy don’t have to admit them. But those who believe the opposite don’t have to be deterred by such objections. Whoever turns out to be right will become an example for others without the federal government having to impose a one-size-fits-all solution on the whole country.
Between Barr and Miller, Miller is the implacable foe of immigration. Barr had no particular record of hostility toward immigrants before joining the White House. It would be delicious irony if Miller is the one who gets the ball rolling on something remotely good for immigrants.

By Leigh Blickley 240 The most recent episode of “Game of Thrones” Season 8 was a celebration of characters ― characters we’ve come to know and love over the course of nearly eight seasons.
But perhaps no one person is as universally beloved as Brienne of Tarth (Gwendoline Christie), the loyal warrior who has fearlessly defended Stark women since Season 2. In a standout moment from “A Knight of the Seven Kingdoms,” the season’s second installment, she finally got her due ― being knighted by her friend (and would-be boyfriend) Jaime Lannister (Nikolaj Coster-Waldau) in an intimate ceremony before a group of men that included her dedicated squire, Podrick (Daniel Portman).

It was beautiful,” Coster-Waldau told HuffPost during a phone call on Monday evening. “There’s something about that atmosphere: You have the lightness of Tormund Giantsbane (Kristofer Hivju) telling his insane story and then you have the beauty of his honesty. There’s no bullshit, if you will. When he asks Brienne why she isn’t a knight and she says women can’t be because of tradition, he says, ‘Fuck tradition.’ And that rings a bell with Jaime because it’s the truth. She is clearly the most honorable, the most worthy of the title of knight of anyone in the Seven Kingdoms.”
HBO Clearly there is a strong connection between Jaime and Brienne, who went through a transformative journey together in Seasons 2 and 3 as Brienne escorted Jaime, then Catelyn Stark’s (Michelle Fairley) prisoner, back to King’s Landing in exchange for the safety of Sansa (Sophie Turner) and Arya (Maisie Williams). During their ordeal, Jaime loses a hand protecting Brienne against assaulters and even saves her from being dramatically mauled by a bear. Of course, once they’re back in the capital, his power-hungry sister and lover Cersei (Lena Headey) throws cold water on their growing friendship. But before Brienne leaves in pursuit of the missing Sansa and Arya ― who went missing from King’s Landing ― Jaime arms her with a Valyrian steel sword she dubs Oathkeeper.
Coster-Waldau says that moment as well as the knighting scene in the latest episode, is a “weird love letter” Jaime leaves for Brienne.
“When he gave her Oathkeeper, she comes to give it back and he says, ‘No, it’s yours. It’s always been yours.’ It’s easy to read into it that he’s talking about more than just the sword,” the actor said.
Oathkeeper, however, is very important. Not only is it a powerful weapon against the wights, it is also one of two swords reforged from House Stark’s greatsword, Ice, which landed in Lannister possession after Joffrey (Jack Gleeson) orders it to be used to behead its owner Ned (Sean Bean) in Season 1. Then, Tywin Lannister (Charles Dance) gives one of the reforged weapons to Jaime and the other to Joffrey in Season 4.
But Jaime, being the honorable man he has become, gives his to Brienne as a sign of respect for her quest to protect the Stark girls. He then inherits Joffrey’s weapon, named Widow’s Wail, after the king’s death.
This is all to say that Brienne and Jaime have sister swords, and they’re going to use them in the battle against the Night King and his army.
When asked about the significance of their swords, Coster-Waldau paused a bit, thinking over his response before admitting, “I’m starting to get into deep water here.”
“Hopefully, the horrors that were done to the Starks will come to good,” he added. “But I don’t want to talk about deeper meanings when we still have a few episodes to go. Things will be revealed and certain things won’t, but obviously, there’s meaning. Will it have special meaning in the future? Who knows. But it has meaning in the fact that the Stark children, the girls, were given this sword that was made from Ned Stark’s sword to protect them.”
It also wasn’t lost on Coster-Waldau that many of the Valyrian steel swords have been passed to different Houses ― Brienne and Jaime now have House Stark’s Ice, Jon Snow (Kit Harington) has House Mormont’s Longclaw, Jorah (Iain Glen) has House Tarly’s Heartsbane, and Arya has an unnamed dagger (sometimes referred to as the Catspaw Dagger) that once belonged to the late Petyr Baelish (Aidan Gillen). While he wouldn’t admit to any potential spoilers, but Coster-Waldau did tell us, “The whole point is that we have to do this together if we want to survive, and I think that’s one way of reading it, for sure. It is ‘The Song of Ice and Fire,’ it’s the way it should be.”
Speaking of that icy, fiery song, could it be that ― considering everything we now know about Jon Snow , aka Aegon Targaryen ― Brienne and Jaime are the ice to Jon and Daenerys’ (Emilia Clarke) fire? (Forget about the White Walkers!)
“Yeah,” Coster-Waldau told HuffPost, laughing and adding, “Dany didn’t seem too happy about finding out she was related to her lover.”
He continued, “I love how it’s not at all about them being related and having sex ― clearly that’s not a big deal. But she’s like, ‘What? Are you going to fucking claim my throne?! Is that it?’”
No matter who ends up on the Iron Throne, death is coming, that much is for sure. And Jaime wants to be standing next to Brienne when it does.
“She likes Jaime Lannister, and she believes in him and the goodness in him, and he absolutely admires and believes in Brienne of Tarth,” Coster-Waldau explained. “I love that he goes to her and says, ‘Listen, I would be honored to serve under your command.’ He’s letting down all his guards and [saying] this is the truth. The truth is I want to be close to you for many reasons but first and foremost, you’re the best. Jaime says himself he’s not the knight he used to be. That golden hand is not efficient when it comes to fighting these undead creatures, and he wants to be close to her when they face death.”
